If your Apple ID previously downloaded GarageBand (any version) on an older iOS device, you can go to App Store → Purchased → Search "GarageBand" → tap the cloud icon. On an older iOS device, iOS will offer the last compatible version (which could be 1.5.7 if the device cannot run newer versions).
